which planet rules legacy? Pluto? Saturn?

oh ok so not a planet specifically? but then I guess Scorpio/8th would be Pluto

Pluto does not denote legacy. These things are not interchangeable.
Example, a Leo sun in the 8th would carry a legacy. Pluto in the 7th or wherever, would not.

Think of legacy as an inheritance. Pluto does not inherit.
