My daughter is a Scorpio rising with Pluto conjunct. I'll answer for her: yes.

Depends on what you mean by tumultous.

But it's a yes for me.

Scorpio ASC with Pluto in the 1st house.

Yes, but I think it's more so because of Pluto tightly conjunct my Scorpio ASC .. and from the 12th.
